The offer of the winning tenderer convinced above all regarding: - Highly experienced team leader with in depth thematic expertise in the relevant thematic areas. Well connected / established and broad network with security actors at all levels in Switzerland; strong knowledge of public safety and security sector and related policies in Switzerland. - Strong knowledge of Eastern Europe incl. existing network; strong contextual knowledge of Romania and Bulgaria - Strong familiarity with 1st and 2nd Swiss contribution cohesion instruments - Excellent understanding of the overall mandate, strategic, pragmatic and realistic approach to the specific tasks - Technical proposal clear and of high quality/ well-structured; highly relevant approach to the different tasks.

Description

This mandate is part of the second Swiss contribution to selected EU member states. The overall goal of the contribution is to contribute to reducing economic and social disparities within and between EU countries. The thematic focus of the current mandate is public safety and security- one of the priority themes of the second Swiss contribution. Bulgaria, Hungary and Romania are implementing programmes in this area. The respective programmes amount to a total budget of 45 million CHF. The implementation is primarily carried out by the partner countries with the support and guidance of Switzerland. The current mandate shall technically support the implementation of the programmes and respective stakeholders.
