Description
The Canton of St. Gallen is introducing the Microsoft Power Platform as part of its digital workplace under the DRIVE program. The technical platform, operating model, and the fundamental governance, architecture, and security requirements are provided by the Canton of St. Gallen and its existing service providers. The Microsoft Power Platform will be made available to the canton's organizational units as a standardized platform for the digitization and automation of business processes.
In particular, Microsoft Power Apps and Microsoft Power Automate will be used to develop and enhance applications, digital forms, approval and workflow solutions, as well as other process automation initiatives. Depending on the use case, the standard connectors approved within the cantonal Microsoft 365 environment may be utilized.
To ensure professional implementation, the Canton requires additional external expertise and capacity. All solutions must comply with the applicable requirements relating to architecture, governance, information security, data protection, quality assurance, documentation, and operations. They must be transparent, maintainable, and documented in a manner that enables an orderly handover, operation, support, and further development.
To provide flexible coverage for future demand, which cannot be fully determined in advance, the Canton intends to conclude separate framework agreements with three qualified providers. These framework agreements will be identical in content. Individual assignments will be awarded in accordance with the call-off procedures defined in the tender documentation and the framework agreements.
