Après évaluation de tous les critères d'évaluation mentionnés dans le document d'appel d'offres (critères qualitatifs et prix), le soumissionnaire retenu a obtenu le plus grand nombre de points d'utilité parmi toutes les offres soumises. L'offre du soumissionnaire retenu a convaincu sur tous les points : • Une composition d'équipe convaincante démontrant un large éventail de compétences techniques et géographiques, soutenue par une approche de gestion d'équipe adaptée aux exigences du mandat. • Une compréhension approfondie et positivement critique du mandat, avec un certain nombre d'idées prospectives pour améliorer la performance du réseau et une réflexion approfondie sur la façon dont elles contribueraient à une approche commune Cluster-Green. • Une utilisation rationnelle des ressources et l'offre financière la plus compétitive.

Description

Subject and scope of the contract (similar for all three lots, with respective thematc focus): Description of Lot 1 (as example; Focus of Lot 2 on CDE, Focus of Lot 3 on Water) · Thematic expertise on a wide range of thematic fields, notably agroecology, agroforestry, food systems policy and design, post-harvest, nutrition, humanitarian aid and food assistance, market systems development, international agricultural markets, private sector participation, and blended finance, rural advisory services and youth engagement; · Knowledge and understanding of the Rome-Based Agencies (FAO, IFAD, WFP), and other international bodies, coalitions and mechanisms such as CGIAR, SUN, Agroecology Coalition, · Knowledge / understanding of major international frameworks, tools and agreements relating to food systems and agriculture; · Knowledge and understanding of current affairs, trends and developments related to food systems, agriculture and nutrition, as well as other topics related to food systems, in particularly climate change, risk management, health, water as well as respective thematic nexus (eg. Water-Energy-Food-Environment, WEFE); · A professional network in relation to food systems and related topics both within Switzerland as well as abroad and linked to multilateral actors such as e.g. UN agencies, notably the RBAs. Familiarity and access to regional, national and local networks in regions where SDC is active is an asset.
