Lot 1

Après évaluation de tous les critères d'évaluation mentionnés dans le document d'appel d'offres (critères qualitatifs et prix), le soumissionnaire retenu a obtenu le plus grand nombre de points d'utilité parmi toutes les offres soumises. L'offre du soumissionnaire retenu a convaincu sur tous les points :
• Une composition d'équipe convaincante démontrant un large éventail de compétences techniques et géographiques, soutenue par une approche de gestion d'équipe adaptée aux exigences du mandat.
• Une compréhension approfondie et positivement critique du mandat, avec un certain nombre d'idées prospectives pour améliorer la performance du réseau et une réflexion approfondie sur la façon dont elles contribueraient à une approche commune Cluster-Green.
• Une utilisation rationnelle des ressources et l'offre financière la plus compétitive.

Lot 2

L'offre du soumissionnaire retenu a convaincu avant tout le monde :

• Une très bonne offre, présentée de manière claire et concise
• Une équipe extrêmement solide et diversifiée comprenant des experts très expérimentés et de haut niveau international
• Une très bonne compréhension de la fonction de backstopping, une approche convaincante avec des éléments innovants
• Une organisation et une mise en place du projet très claires et directes

Lot 3

Après évaluation de tous les critères d'évaluation mentionnés dans le document d'appel d'offres (critères qualitatifs et prix), le soumissionnaire retenu a obtenu le plus grand nombre de points d'utilité parmi toutes les offres soumises. L'offre du soumissionnaire retenu a convaincu avant tout le monde :

• Une très bonne offre, bien structurée et formulée de manière convaincante
• Une très bonne compréhension du fonctionnement du réseau et du soutien nécessaire au RésEAU et à la CdP AGUASAN
• Une équipe très expérimentée, bien équilibrée et complémentaire, ayant de bons antécédents en ce qui concerne le soutien demandé

Description

Lot 1

Subject and scope of the contract (similar for all three lots, with respective thematc focus):
Description of Lot 1 (as example; Focus of Lot 2 on CDE, Focus of Lot 3 on Water)
· Thematic expertise on a wide range of thematic fields, notably agroecology, agroforestry, food systems policy and design, post-harvest, nutrition, humanitarian aid and food assistance, market systems development, international agricultural markets, private sector participation, and blended finance, rural advisory services and youth engagement;
· Knowledge and understanding of the Rome-Based Agencies (FAO, IFAD, WFP), and other international bodies, coalitions and mechanisms such as CGIAR, SUN, Agroecology Coalition,
· Knowledge / understanding of major international frameworks, tools and agreements relating to food systems and agriculture;
· Knowledge and understanding of current affairs, trends and developments related to food systems, agriculture and nutrition, as well as other topics related to food systems, in particularly climate change, risk management, health, water as well as respective thematic nexus (eg. Water-Energy-Food-Environment, WEFE);
· A professional network in relation to food systems and related topics both within Switzerland as well as abroad and linked to multilateral actors such as e.g. UN agencies, notably the RBAs. Familiarity and access to regional, national and local networks in regions where SDC is active is an asset.

Lot 2

· Thematic expertise on a wide range of thematic fields, including climate change mitigation (e.g. clean energy, low-carbon and resilient development, carbon sinks, etc.), climate change adaptation and integrated disaster risk management/reduction, environmental issues (environmental pollution, preservation and restoration of biodiverse ecosystems, natural resources management incl. forests) incl. underlying concepts, principles, standards, state of the art approaches, major technical tools and relevant literature
· Knowledge and understanding of international frameworks and processes in CDE and related topics such as sustainable development, water, food systems, desertification and others (e.g. Agenda 2030, Paris Agreement, Sendai Framework, CBD, etc.);
· Knowledge and understanding of current issues and challenges related to CDE and closely related topics such as in particular food security, health, water as well as respective thematic nexus (eg. Water-Energy-Food-Environment, WEFE)

Lot 3

· Thematic expertise embracing the water topic in many of its facets such as the following topical areas: water, sanitation and hygiene (WASH), transboundary and integrated water resources management, water governance and water diplomacy, (social) water entrepreneurship, water efficiency and effectiveness, rural and urban water supply, waste water treatment and reuse, groundwater and water pollution;
· Knowledge of the respective underlying/guiding policies, strategies, concepts, principles, standards, state of the art approaches, trends, major technical tools and relevant (recent) literature related to the above-mentioned topical areas;
· Familiarity with international frameworks, processes, bodies and key actors in the water sector such as the Agenda 2030 and the SDG 6, the international Decade for Water 2018-2028 and the related Dushanbe water process, UN Water, the World Water Forum (WWF), the annual Stockholm World Water Week (SWWW), the International Secretariat for Water (ISW), the Sanitation and Hygiene Fund (SHF), and the FDFA Guidelines on Water 2022-25
