Le gagnant a convaincu grâce à une solide expérience dans le domaine de l'eau non facturée, de l'efficacité énergétique et des solutions en énergies renouvelables, à son engagement auprès des services d'eau et d'assainissement dans la région des Balkans, à une équipe diversifiée avec un fort partenaire local répondant aux besoins du projet, à une proposition technique claire et innovante, intégrant de manière adéquate les aspects techniques, le contexte national et les connaissances institutionnelles, et à une approche de renforcement des capacités et de sensibilisation des parties prenantes, ainsi qu'à un entretien bien mené.

Description

The Swiss State Secretariat for Economic Affairs (SECO) is soliciting consulting services to assist the Project Implementation Unit (PIU) and other related stakeholders in the implementation of all project components at national and RWC level. The Consultant’s mandate covers a) implementation consultancy services and b) Capacity development consultancy services. The consultant will ensure project management and general coordination, including ensuring coherence and consistency of the sub-components of the project and with other relevant ongoing projects and programmes. The Contractor shall guarantee the careful, faithful and competent performance of the mandate and undertake to use all financial and technical resources economically, purposefully and with minimum impact on the environment. It shall undertake to perform the mandate in complete independence and to safeguard the public interest. The Contractor shall ensure that it and the third parties it engages comply with the legal provisions and regulations applicable in the partner country.
