Description

The overall project has been divided into three sub-projects, primarily for approval and permitting purposes. All three sub-projects have been approved and will be implemented jointly as a single overall project.
Part 1:
Section: Schädrütistrasse / Schlösslihalde Intersection to and including Schlösslirain Junction
The rehabilitation section has a length of approximately 490 m. The bus stops Schlösslihalde and Schlösslirain are located within this section and will be upgraded to provide barrier-free access in compliance with accessibility requirements.
To meet the City of Lucerne's required bus stop standards, some platform edges will be repositioned, raised, and equipped with specially shaped kerbstones (Lucerne special kerb design). Traffic refuge islands will also be reconstructed at optimized locations.
At the Schlösslirain junction, the intersection geometry will be improved and a standard-compliant pedestrian sidewalk crossing will be constructed. The rear edges of the sidewalks will remain unchanged.
The carriageway width on straight sections will be approximately 9.10 m. The sidewalks on both sides will each provide a width of approximately 2.0 m. To maintain the existing overall road width, any additional space required in constrained areas will be taken equally from both sidewalks.
The rehabilitation works include complete replacement of the pavement structure. Based on borehole cores and site investigations, the existing foundation material is in good condition and only requires recompaction.

Part 2:
Section: Beyond the Schlösslirain Junction to Before the Rigistrasse Junction
The rehabilitation section has a length of approximately 470 m.
The Leumatt bus stop, including the turning loop and adjoining carriageway/sidewalk area (approximately 130 m in total), has already been reconstructed. No additional bus stops are located within this section.
One traffic refuge island will be modified. The rear edges of the sidewalks will remain unchanged. The carriageway width on straight sections will be 9.10 m, and the sidewalks on both sides will each be approximately 2.0 m wide.
To preserve the existing overall road width, any additional space required in constrained areas will be taken equally from both sidewalks.
The rehabilitation works include full pavement replacement. Based on borehole cores and subsurface investigations, the foundation material is in good condition and only requires recompaction.

Part 3:
Section: Rigistrasse Junction to Gundoldingenstrasse Junction
The rehabilitation section has a length of approximately 620 m.
The bus stops Rigistrasse, Lützelmattstrasse, and Klinik St. Anna will be upgraded to provide barrier-free access.
To comply with the City of Lucerne's bus stop standards, selected platform edges will be repositioned, raised, and equipped with specially shaped kerbstones (Lucerne special kerb design). Traffic refuge islands will also be rebuilt at optimized locations.
At the Rigistrasse junction and the Klinik St. Anna access junction, the intersection geometry will be improved and standard-compliant pedestrian sidewalk crossings will be constructed.
The rear edges of the sidewalks will remain unchanged. The carriageway width on straight sections will be 8.10 m, while sidewalks on both sides will each be approximately 2.0 m wide.
To maintain the existing road width, any additional space required in constrained areas will be taken equally from both sidewalks.
The rehabilitation works include complete pavement replacement. Based on borehole cores and site investigations, the foundation material is in good condition and requires only recompaction.
At the same time, St. Anna Hospital (ANNAplus) is undergoing redevelopment. The works must therefore be coordinated with the hospital construction activities. Within the hospital area, the installation of the water mains will be advanced to autumn 2026.
The road construction works covered by this contract will be carried out within the scope of the present project but as separate and independently scheduled construction phases, currently anticipated for 2029 (see Construction Schedule, Phases 31/32) or at another date depending on the progress of the hospital redevelopment project.

Civil Engineering Works
- Pavement construction including foundation layers and kerb installations.
- Construction of 2 concrete bus stops (barrier-free and disability-compliant).
- Construction of 8 bus stops with concrete kerb strips (barrier-free and disability-compliant).
- Construction of 2 passenger shelters (foundations by others, shelter structures supplied by third parties) and raising of 1 existing passenger shelter.
- Intersection improvements and pedestrian sidewalk crossings.
- Streetscape redesign and reallocation of traffic areas (new kerb alignments).
- Construction and modification of the road drainage system, including connections to the main sewer.
- Water supply works: replacement of the existing transmission main and construction/modification of distribution mains (including rehabilitation of service connection lines).
- Construction and rehabilitation of gas pipeline sections requiring renewal.
- Construction and rehabilitation of wastewater drainage sections requiring renewal.
- Modification of electrical utility corridors (including cable chambers/manholes) and street lighting.
- Culvert structure for the Gerlisbergbach stream.

Constraints and Restrictions
- Various project-specific boundary conditions and construction constraints must be taken into account (refer to the tender documents).
- All works shall be carried out while maintaining traffic flow, in particular public bus services and emergency services.
- The works shall be executed in stages and, where necessary, in smaller sub-stages, taking into consideration all project constraints and requirements. Within each main construction stage, the works shall be implemented through three parallel construction phases.
- Available working space is very limited in certain sections.
- Noise emissions shall be kept to a minimum.
- Safe access to residential properties, business entrances and exits, adjacent construction sites, and other affected areas shall be maintained at all times for all road users.
- St. Anna Hospital shall remain fully accessible day and night at all times for emergency vehicles, hospital staff, patients, and visitors without restriction.
- It shall be ensured at all times that adequate and safe conditions are maintained for residents, property access, pedestrians, cyclists, public transport, private motorised traffic, and all other road users. Simultaneously, disruptions and inconveniences to traffic and local stakeholders shall be kept to an absolute minimum.

Schedule
- Construction works shall commence on 5 April 2027.
- The works shall be executed in several main construction stages, each consisting of multiple parallel construction phases.
- Further details regarding the project schedule and key dates can be found in the tender documentation (refer to Section 2.11).
