Das Angebot des Zuschlagsempfängers hat sich als das vorteilhafteste erwiesen, da es die Zuschlagskriterien am besten erfüllte. Es überzeugte mit einem für die Aufgabenstellung angemessenen Projektvorgehen und der Projektorganisation. Ferner wurde es in Bezug auf das Kriterium "Erfahrung und Expertise" als führend eingestuft, was in der Gesamtbewertung zusammen mit der im Rahmen der Angebotspräsentation aufgezeigten fachlichen Tiefe und dem klaren Aufgabenverständnis ausschlaggebend war. Der Preisunterschied zum günstigsten Angebot hatte keinen wesentlichen Einfluss auf die Gesamtbewertung.

Description

The scope of the contract includes the review of cost calculations related to decommissioning and post-operational costs (Lot 1) as part of the 2026 cost study: - Verification of compliance with the requirements for the preparation of KS26 (in particular with regard to cost breakdown and cost structures); - Verification of compliance with the performance assumptions and unit prices and costs on which the cost calculation is based (review of adjustments and deviations from KS21): - Review of the plausibility and traceability of cost levels: - The methodology of risk assessments and evaluations, the methodology for determining forecast inaccuracies and the evaluation of hazards and opportunities must be checked for plausibility and comprehensibility. At the same time, it must be verified whether this work has been carried out in accordance with «best practice standards»; - Communication with the Swiss Federal Nuclear Safety Inspectorate (ENSI) and the experts «safety margin» on the determination of hazards (cost no. 5) and opportunities (cost no. 6) (statements on probability of occurrence and extent of damage) as well as cost no. 7 (listing of hazards and opportunities not taken into account) with justification for not taking them into account in cost no. 5 or 6; - The delimitation of the individual cost levels in terms of content and costs must be reviewed (no duplication, no implausible allocation of risks to a cost level); - The cost calculations of KS26 (decommissioning costs) must be checked for plausibility against the costs of comparable projects at foreign NPPs; - T
